You need a travel adapter: Samoa uses plug types I, the United Arab Emirates uses C, G. Mains voltage differs (Samoa: 230 V; the United Arab Emirates: 220 V): most phone and laptop chargers accept 100–240 V, but single-voltage devices such as some hair dryers need a converter.
